At least 3,900 close and casual contacts have been linked though the Check in CBR app to Canberra's growing COVID-19 outbreak, as local testing clinics struggle under the weight of record demand.
Less than 24 hours after a man in his 20s tested positive to the virus, thousands of close contacts have been identified, and huge lines at testing clinics have forced officials to turn many away.
The ACT's Health Minister this morning apologised to those who were unable to get tested, but conceded the "hard working" health staff were "only human".
